OWS Inspection Process

BCPH – Boulder County Public Health
OWS – Onsite Wastewater System
Leach Field – referred to as soil treatment area, field and absorption area
in the inspection
Prior to the Boulder County OWS Inspection
Sullivan Septic will:
- Verify online through the Boulder County Septic
Smart, the history of the existing septic system, including the following information: ensure the septic system is documented with BCPH,
final inspection had been completed on the existing septic system & size of septic tank vs. number of bedrooms. In addition, we will cross
reference the number of bedrooms listed with the Boulder County Assessor to ensure information is consistent.
Day of the Inspection
Sullivan Septic will:
- Need access to water and a garden hose.
- Test the leach field - this ensures the system is functioning properly. This is performed by adding a calculated amount of water into the
septic tank and pushing that water to the leach field area.
- Complete the (4) page Boulder County OWS Inspection Report – the report details whether each component is in good working condition or
requires repair and thus whether the septic system meets the BCPH requirements. Please refer to the
Inspection Report to view
the specific items in advance that will be included in the inspection. The homeowner is responsible for completing the address & contact
information in the box located on page 1 of the Report as well as providing accurate information to complete questions 1 – 9 on page 1.
Following the Inspection
The Buyer /Seller / Realtor or Other Appointed Representative will:
- Attach a copy of the receipt(s) to the Inspection Report, of the last pumping performed prior to the pumping performed the date of the
inspection. Although this is not required to "Pass" the inspection, it is helpful.

Submit their "passed" Boulder County OWS Inspection Report within 90 days, along with a check for $50.00 directly to:

in order to file for the Property Transfer Certificate which MUST be obtained prior to the closing date. BCPH will review and
ensure ALL requirements have been met. Once this has been completed BCPH will mail the Property Transfer Certificate to the
address provided. This process typically takes a week or two to be completed, but may take longer. The Property Transfer Certificate will
remain valid for a period of 4 years from the date of issuance.
